Welcome to the fourth edition of the Water PiPP newsletter!
The Water PiPP project is slowly coming to an end. We are happy to invite you to the project’s final conference “Empowering public procurement for innovation in the EU water sector” taking place in the beautiful city of Zaragoza, Spain, from 9-10 November 2016. The conference will see procurers, policy makers and suppliers come together to advance the often challenging procurement of innovative solutions in the water sector.
In this newsletter, you will find out how you can benefit from participating in the project’s final event. You will get an overview of the products published by Water PiPP over the recent months – from webinars and online courses to guidelines making procuring new solutions easier. This edition also includes a report on the recent and high-in-demand ‘Meet the Market’ event organised by the Water PiPP project. This successful event will be replicated at the final conference.

Water PiPP has the pleasure to invite you to the project’s final conference (free of charge) on Empowering public procurement for innovation in the EU water sector, taking place at the University of Zaragoza, Spain, from 9-10 November 2016. Procurers from the public water sector and suppliers from the business world will gather to explore innovation procurement from the angle of procurement practice, water sector policy and business opportunities.
The purpose of this two-day conference is to debate and advance public innovation procurement approaches in the public water sector to solve local water challenges while learning more about the demand for private sector products and services by the public domain.

WaterPiPP has published a new step-by-step guide to help public and semi-public water authorities in procuring innovative solutions in the water sector. The ‘How-To Guide for Implementation of Innovation Oriented Public Procurement (IOPP) Procedures (EU Level)’ leads the user through the legal and practical dimensions of IOPP. The guide promotes the concept that innovative solutions in the water sector do not only apply to new sustainable technologies but also to new partnerships extending across public administration, research and industry. New business models and new forms of water governance are not only innovative themselves but can also stimulate and support technological innovations.
Over the summer Water PiPP partners organised four webinars and a massive open online course (MOOC) on innovation and public procurement in the water sector. Broadcast in Italian, English, Spanish and French, the webinars encouraged participants to explore finding innovative solutions through pre-commercial procurement and procurement procedures within the context of their national legislation.

In June 2016 Water PiPP organised a one-day ‘Meet the Market’ event in Milan, Italy. This well attended open market consultation gave public procurers the chance to talk to private sector suppliers from across Europe in search for innovative solutions for the challenges they are facing, facilitated by Water PiPP partners.
Participants – amongst them CAP Holding and Acquedotto Pugliese – made good use of the opportunity to proactively analyse the supply market in search for fitting innovative answers. The event also featured presentations by WaterPiPP innovation procurement pilots outlining their innovation needs as well as the functional and performance requirements to solve their innovation gaps. The ‘Meet the Market’ event was hailed a success and will thus be held once more at the Water PiPP final conference Empowering public procurement for innovation in the EU water sector, which will take place soon at the University of Zaragoza, Spain, from 9-10 November 2016.

Water PiPP has established an online forum for procurers, suppliers and experts. This WIP Group provides the opportunity to exchange on a broad range of issues related to the procurement of innovative water services and technologies. Participants in this group benefit from having access to first-hand expertise in the field and are up-to-date with the latest trends in innovation procurement and pre-commercial procurement in the water sector.
